Devon County Badminton Association (DCBA) has been in existence for many
years, and you may be reading this as a new person to the county, or someone
who has been involved in badminton for many years.
Please feel free to pass the booklet onto anyone who you may feel would be
interested in knowing a bit more about Devon Badminton.
DCBA is the organisation that oversees all of the badminton that is going on in
Devon through the affiliated clubs, district associations and county teams.
The county is split into 4 areas, Plymouth and District, North Devon & District,
Exeter & District, and Torbay & District. All four areas operate league matches,
covering mixed, medley, mens and ladies matches, and more information on the
specific leagues are available from them.
Devon also enters teams at Veterans, Seniors and Juniors and plays in the South
West League, all of which have committees to oversee the work of the leagues
and the teams etc.
Devon has 55 affiliated senior clubs and 15 affiliated junior clubs. Devon also
has two wheelchair clubs.
Our affiliated club membership stood at 2041 at the end of the 2010/2011 season.
Devon also has 72 coaches on the coaching register
DCBA has a performance centre - ’Queens Performance Centre’, which has training
based in Crediton and Exeter.
Devon has two Regional Officers working within the county who are employed
by Badminton England, Emma Austin who covers the Plymouth and North Devon
areas, and Roisin O’Rorke who covers the Exeter and Torbay areas.
Devon also has 4 Community Badminton Networks (CBNs) in place.

Devon runs a number of junior and senior tournaments throughout the season,
please look at the calendar of events for dates.
Devon Schools Badminton Association (DSBA) is responsible for the juniors that
play at county level. The juniors play in the South West league, which comprises
of seven counties. All age groups play each county either home or away
throughout the season.
For the first time in 2011/12, the DSBA have entered the U17 and U15 teams in
the Shires League. Most of the counties that are in the Shires league also play
in the SW league, but some counties in the Shires are outside the SW league
(Oxfordshire and Berkshire).
DSBA enter teams at Under 11, Under 13, Under 15 and Under 17 level. They
are also responsible for the U21 team, who play a ‘friendly’ triangular match
against neighbouring counties, which may be expanded in the future.
For away matches the DSBA arrange a minibus, and for home matches food is
provided.
The U13 and U15 teams send a team every year to the Team Challenge. The
heats are generally in Bath in November and the top 2 teams in each age group
go to the Team Challenge finals in Hatfield, generally in March.
The U17 team send a team every year to the U17 Inter County Tournament
(ICT), in Nottingham in April. This is an intense 4 day event that all Counties
enter.
The U21 team (17-21) send a team to the annual ICC tournament which is held
over a weekend in Hatfield.
Trials for the juniors take place in April/May and is run in the format of a tournament.
DSBA hold regular committee meetings which then feedback into the DCBA
committee meetings.
Training takes place on Sunday mornings, and will either be in Exeter or Paignton.
Coaches are appointed annually, and all coaches who are members of the
coaching register are given the opportunity to apply for a post.
DCBA enter 3 teams into the Inter-County Championships, which is managed
by Badminton England.
The first team is in Division two and the 2nd and 3rd teams are in Division four,
albeit in different sectors.
Any player who is playing badminton in Devon is able to attend the trials which
are held in September or early October. The selection committee choose the squad from this
and also from the Devon Restricted tournament, so it is advisable to attend
both. Please see the calendar of events for dates.
To play for Devon you must be eligible in accordance with the BE rulebook “ICC regulations for the Inter County Championships”, section 14.
Home matches are played at the Cranford Club in Exmouth, and teams usually
try and car share to away matches.
The veterans enter teams in the Inter— County Championships across all age
groups from over 40 to over 70’s. The trials are held at the Maynard School in
Exeter in September. Please look at the calendar of events for the date.
Home matches are played at the Acorn Centre in Torquay, and teams usually try
and car share to away matches.
PLAYER ELIGIBILITY
Players must be affiliated to a club in Devon
A player may attempt to gain a place in a team for which they are above
the upper age providing they are not more than two years above that age
on the 31st of Dec in the year of the trial.
A player who attempts to gain a place in a lower age group and fails will
only be called upon to play in their true age group when all players who
trailed in that age group have been offered the chance to play
A player may be approached by a captain to play either up or down if age
eligible providing all players who trailed and were ranked in that group
have been approached and found to be unavailable.
Any players not attending the trial must accept that despite their performance
in the previous season, not proving their form at the start of the current
season may seriously jeopardize their chance of a team place in the
current season.
CAPTAIN/SELECTOR ELIGIBILTY
No person may undertake either of these positions in their first year in
that age group.
No person shall act in either role if they exceed the upper age limit of that
group on the date of the trial
The selectors running the trials shall be responsible for ranking all players
at the trial and only place a player in a team position if they have first
hand knowledge of the players current playing standard.
In the event of no suitable captain/selector being willing to act in a group,
the coordinators may nominate a player outside the age group but have
the required abilities to discharge this duty.
Where an age group has 1 team, 2 selectors shall rank players for that
team. Where and age group has 2 teams, 3 selectors shall be appointed.
Selectors will pass to the coordinators the ranking position of all players
to be used in their age group.
CODE OF CONDUCT FOR PLAYERS
Please help the club provide an atmosphere and culture that encourages fair
play and promotes badminton.
All members must play within the rules and laws of the game and
respect officials and their decisions.
All members must respect the rights, dignity and worth of all participants
regardless of age, gender, ability, race, cultural background
or religious beliefs or sexual identity.
Members should keep to agreed timings for training sessions and
competitions or inform their coach or appropriate official if they
are going to be late.
Members should, if selected for a competition or match and is
required to withdraw, inform their coach or appropriate official
immediately.
Members must wear suitable badminton sports clothing for sessions
and competitions, as agreed with the coach or officials of
DCBA/DSBA.
Members must pay any fees for training and events promptly or
by the due date.
Junior members are not allowed to smoke, consume alcohol or
drugs of any kind on the club premises or whilst representing the
club. (Junior members who are required to take prescribed medicine
must discuss this with the Welfare Officer.)
CODE OF CONDUCT FOR PARENTS/CARERS AND SPECTATORS
Please help DCBA provide an atmosphere and culture that encourages fair play
and promotes our sport.
Encourage your child to learn the rules of the DCBA/DSBA and
play within them.
Discourage unfair play and arguing with officials
Help your child to recognise good performance, not just results.
Support your child’s involvement and help them to enjoy their
sport.
Never force your child to take part in sport.
Never punish or belittle a child for losing or making mistakes.
Publicly accept officials’ judgements or decisions.
Support your child’s involvement and help them to enjoy
badminton.
Use correct and proper language at all times.
Encourage and guide performers to accept responsibility for their
own performance and behaviour.
Ensure your child arrives and is collected on time for sessions and
events.
Ensure your child’s fees are paid promptly by the due date.

USEFUL INFORMATION
TOURNAMENTS
ALL tournaments that take place in Devon MUST be sanctioned by DCBA, please
make sure your district reps bring the dates to the committee meetings.
All tournaments must have a nominated referee.
FINANCIAL ASSISTANCE FUND
This fund has been set up as a result of an AGM decision to commit 10% of the
previous years affiliation fees to the fund, and also a donation of £500 from the
Torbay Junior Open Tournament. The fund is administered by a small committee,
and is there for any affiliated member to apply for funding to assist them in
their badminton development.
If you wish to apply for any money from this fund, you should contact Bob Cross
for further information.
